OEL specific parameter notes

• OEL is a logical setting that lets the template know it is being applied to an article on an original English language manga title.
• publisher_en should not be used in this configuration since the title will have been originally published in English.
• Automatic categorization:
  • OEL changes the default category to Category:Original English-language manga.
  • subcat and altcat will add a category in addition to the default. They are both still mutually exclusive.
